Predicting an ever closer era of autonomous robots, the European Parliament committee approved a legislative proposal to grant “electronic citizenship” to robots and products that have artificial intelligence. This status includes rights and responsibilities, as well as a button for elimination.
The committee voted with 17 votes for, two against and two abstentions, a proposal written by a deputy from Luxembourg, that agrees robots, bots and other artificial intelligence will produce a new industrial revolution.
The document requires the creation of a new European agency to establish rules for regulating products with artificial intelligence.
The legislative proposal shows that increasing levels of robot autonomy, make the old legislation outdated. The explanatory memorandum indicates that it will become necessary for robots, and especially their manufacturers, to be responsible for the consequences of their actions and products.
The rules will also affect producers of artificial intelligence, which according to the new regulations, will need to build their products so that they can be controlled. This includes the availability of a shut down button, allowing the immediate stop of robot activities, also remotely.
The document shows that robots and constant automation will continue to occupy an important growing segment of the labor market, but, at least in some cases such as toxic cleaning products and pollutants, this can be beneficial.
Although the report argues that robots will not completely replace humans in the workforce, and that the two segments will coexist (not clear to what extent and how beneficial will this be for humanity, especially since governments will have to continue to assist their citizens), however, the authors draw a warning, saying that “in the end there is a possibility that after decades of development of artificial intelligence, these products will exceed the intellectual level of people in such a manner, that if we are not ready, we might lose control over our creations and, consequently, on our future and survival as a species. “
The report also draws attention to productivity growth, a result of this development, the question of wealth distribution and the influence arising as a consequence.
This view is strikingly similar to the one that the famous physicist Stephen Hawking had, who drew attention to the potentially lethal effects of human greed and automation, that increases human productivity.
The effect of these two factors, in the opinion of the physicist, is the creation of globalist oligarchs that will have disastrous effects on the inequality of society.
According to Hawking, an economic system governed on the basis of automatic machines can be potentially dangerous to mankind, more than the killer robots depicted in Hollywood movies.
“If machines will produce everything we need, the way society will look will depend on how the products and wealth resulted are distributed ” writes Hawking.
“There are two possibilities: first is that we will all be able to enjoy a luxurious and comfortable life, where the wealth produced by machines will be divided. A second possibility would be that producers and owners of these machines will lobby against distribution, situation where mankind will become extremely miserable. And the way things evolved until now, seems to favor the second option, present technology beeing a factor that has created increasingly higher inequalities. “
